The four-month rule
New York requires a dog to be licensed and rabies vaccinated from four months of age, under Agriculture and Markets Law § 109. Four months — not a year, and not whenever the puppy settles down. It arrives sooner than most first-time owners expect, usually while everyone is still focused on house training.
Which rule each piece of paper comes from
Owners tend to file all of this as one vague obligation. It is really two separate sets of rules, written by two different levels of government, and only one of them gets checked every time your dog stays somewhere.

Take a photo of the rabies certificate and the full vaccination record and keep them in your phone. It is the single most useful two minutes of admin a dog owner can do, and it saves a call to the vet at exactly the moment you do not want to be making one.
Why every daycare and boarding facility asks for the same list
Because it is county law, not house policy. Suffolk County Code § 302-13 says no dog may be accepted at a boarding kennel unless the owner provides a current health certificate from a licensed veterinarian stating the dog has been vaccinated against rabies, distemper, hepatitis, parainfluenza, parvovirus and coronavirus within the previous year — unless the vaccine is an approved three-year vaccination certified by the veterinarian — and against bordetella within the previous six months. Facilities also have to keep a record for each dog for twelve months from the last day of use.
It is worth knowing why the county code carries so much weight here. New York State has no licensing or inspection regime for boarding kennels, doggy daycare or grooming. Agriculture and Markets Law Article 26-A does not cover them, a proposed Safe Pet Boarding Act (S8510 / A9123) is not law, and groomers in this state need no license or registration at all. So in Suffolk, § 302-13 is the standard everyone works to, and the list does not vary from one facility to the next.
The state sets the age. The county sets the vaccination list. Neither of them can be talked out of a date.
The trap in that list is bordetella. Everything else runs on a one-year clock that most owners already track alongside the annual visit. Bordetella runs on six months, which means a perfectly conscientious owner can be current on every other line and still turn up short. And bordetella vaccination does not fully prevent kennel cough anyway — kennel cough is properly canine infectious respiratory disease complex, with roughly eleven contributing pathogens per the AVMA. The vaccine is a requirement and a sensible precaution, not a guarantee.
